If by kids you mean in grade school, no they shouldnt have phones. They shouldnt have them because they aren't responsible and would lose them easily, and some kids might play with them during school time.
I do think it is ok for people in Jr. High to have cell phones especially the ones that play sports, and have practice and games after school. That way if they needed to get ahold of one of there parents they could easily. They would have to know that they would have to leave them in there locker during school time.

of coarse! i am 12 and i got a cell phone when i was 9....kids need cell phones cuz there are so many child milesters out there....like when i was 10 i got lost in disney land but i had my cell phone so i could call my parents....kids under 10 should have those little firefly thingys where you can only call like 4 numbers

Yes i think it is too many crazy people out there these days. if kids need help they can call home or 911 or someone that can help them yes its a good idea better too be safe then sorry!

Yeh I do think so cause then you can always get a hold of them and in case if something happens to them they can call for help..
