This is a tough one. Usually I can look up lyrics, but I don't have any.
It was a dance/trance type of song popular in the mid to late 90s.

Around the same time that "Children" by [Robert?] Miles was popular.

In any event, the only distinguishable thing about it is that the entire song's vocals seems to be composed of a chanting or cheering crowd, and then there's some kind of robotic voice that follows it up.

oh oh oh oh oh - oh - etc... See, how can those lyrics describe anything. I should delete that because it might confuse you more.

Anyway, if some of this jargon jogs your memory, shoot out suggestions as to what you think the song might be.

The song is "Why do pharts suddenly appear?"
And written by "The Moisturizing Activists," a heavily influential politically-charged goth band.
