self-governing commonwealth in association with the US. We call it a territory of the US today. The US gained control of Puerto Rico as a result of the Spanish-American War, won by the US, in the early 1900's.

The child that had the most support and desire ('ganas') from his family and peers to learn a foreign language! With those conditions being equal, the child moving from PR would have the advantage: as PR children, being US citizens (Puerto Rico is a Commonwealth like Hawaii and Alaska were before becoming states), are exposed constantly to influences of English on TV, radio and the internet; more so than their average mainland counterpart has been exposed to Spanish in the same media. Have watched this dichotomy personally in visiting and living here over the past 35 years.

Puerto Rico is considered a US Territory much like Guam and the US Virgin Islands. They are self-governing but at the same time US citizens. They have representation in Washington DC but no voting rights. They are regularly offered the opportunity to become a state but continue to reject the offer.

Puerot Rico is a US territory. They do not vote and do not pay taxes, but they are part of the US. They vote every couple of years as to whether they want to be independent, a state, or stay as they are.
