My Intrepid will cut out at 110 mph and the tachometer is only reading 3000 rpm at that time, so I know that it will go faster.

if you drive that chrysler product at speeds greater than 40 mph you run a huge risk of parts flying off a hurting someone. All chrysler products should be left for soccer moms or grocery getters.

You need a whole new ECU to do this. There are aftermarket ECU's that provide laptop computer access to the mixtures to enable someone to go faster, but you will need a new fuel pump, injectors, throttle body and you will need better access to the data so as not to burn the engine up. The faster you go, the precise fuel mixture needs to be regulated. Then there is the issue with terminal velocity. When does the Intrepid engine HP curve start dropping? You are at 3000rpm, but is the HP curve going up, or is it on the way down at 3000rpm. Bypassing the ECU's settings may not let you go much faster in that vehicle with that engine. Period!

If you have the 3.5, that model will cut fuel & spark at around 7800rpm.
If you want to go faster, you'll need to install taller tires.
You can't just use a resistor on the speed sensor because that sensor is located on the tail housing of the transaxle & registers output shaft speed.
THere's also a turbine input speed sensor.
THese 2 sensors HAVE to register proper speeds & in the proper ratio or the TCM will go into "limp mode" and cause the trans to stay in 2nd gear.

Just get taller tires & gain the 8 or 10 mph.

You will need a laptop and software that is specific to the vehicle you are driving to "reflash" the processor in the on board computer. Many of these programs have presets that allow you to do this without making any mistakes that could ruin the engine. I suggest checking out businesses that deal in "tuning" cars for performance.

The little car you have doesn't have a governor per se. It has both REV limiter and speed limiter.
All is based upon the speed of the car.
There is no place in the USA where is is even tacitly legal to drive at a speed higher than what you want to go.
In addition, at speeds in excess of 120 MPH, even with the aerodynamics we have in our cars today, it can become unstable.
"DANGER Will Robinson..."
That stated, you can defeat both limiters on some vehicles.
