Mmm, it's the recessive gene. I get my natural blonde hair from German ancestry, and I look Scandanavian. When I was Denmark, everyone had my hair - it was people with dark hair who were rare and interesting.

Blondes are rare becasue the gene for blonde hair is recessive. Most white people have darker hair becasue the genes for dark hair are dominant. A lot of blondes you see are probably fake blonds.
A lot of natural blondes are white, but not all blondes are considered to be of European ancestry. But I'm betting there are a lot more blondes where there is less genetic diversity, like in small, closed populations such as Iceland. I'm not attracted to women because they are blonde. In fact, in certain cases, blonde hair is a turn off for me. But blondes are known for being lusted after, because blonde hair is more flashy.

Yes, the gene for blond hair is recessive. That means you can't be guaranteed of having blond hair unless you received the gene from both of your parents. If one parent has blond hair, and the other parent carries the gene but doesn't have blond hair, you only have a 1 in 4 chance of being blond.
No, any ethnicity can have blond hair--it depends on the genes carried by the parents.
Scandinavia--the genes for blond hair became the norm as evolution favored fair hair/skin in order to produce more Vit. D. (Lower levels of sunlight at Northern Latitude, plus colder weather which means more skin covered by clothing= less Vit. D production.)
Note that Inuit people (don't call them eskimos) all have black hair--none of their ancestors carried the blond gene, so none of them can ever have blond hair unless they have a child with someone from another culture. This why they have to leave near the ocean (until modern times) in order to have access to Vit. D rich food like salmon.
