Its cause near the toolbar in the bottom, near where Start is, well all the way to the right, there is this balloon, it keeps popping up, and it says that the web cable is disconnected. Can someone tell me how to fix thisThanks....

Its nothing. It will always come up. its only telling you that the web cable is disconnected and then it should disappear. If you had a web cable and it was connected it wouldn't come up and there would be an icon with two little screens flashing to tell you your connection speed.

Hmm, well if it needs an acess point u need an acess point. For my PSP i need an acess point so u need to go to a place where the internet wokrs.
