For example, MAN A gets into a fight outside a bar and throws his beer bottle at MAN B. The MAN B dodges and throws a rock which misses but damages MAN A's car. Is MAN B liable for charges?

yeah he is liable along with assault with a deadly weapon for both.

The answer is yes. Were you asking about litigation or mediation? I don't think instigation is applicable to this situation.

Too a lawyer both are culpable and should pay. That way there is more money for the lawyer scum to siphon.
