The forehead isn't the problem. It's the nose. Haven't you ever noticed that your nose starts to itch as soon as your hands are either full or covered with goop?

For that reason, NASA mounted a small bit of the hook side of Velcro on the inside of the helmet, so that the astronauts could turn their head slightly and rub their noses up against it.

The astronauts couldn't have scratched their foreheads anyway. They wore a cap over their heads that held their earphones in place. The cap was white over the head with black pockets to hold the earphone speakers. For this reason, and because Peanuts cartoonist Charles Schultz had done a series of strips where Snoopy flew to the Moon on his doghouse, the cap is called the "Snoopy ears."

I spent time in an enviro-suit when I was station at Vandenberg AFB, in California. Worked on systems that provided liquid rocket propellant for Titan missiles. The stuff is corrosive and highly toxic. We had to wear sealed suits with self-contained oxygen. The times I was in the suit, yeah I got itches. At first it drove me bats but with time and patience I learned to ignore it.

Next time you are wearing a hat imagine that you have an itch. Hold your hat still and turn your head back and forth. Same with a space suit.......I think.

This is a good question, but I think they can pull there hand back within the suit and just scratch there head.

They put on this astro-anti-itch lotion. But if they still got the itch then they will need to go back to their spaceship and relieve their need to scratch.
