It depends on many factors, the temperature of the air and air pressure. Differences in air pressure determine wind speeds. Winds higher up in our troposhpere,(the closest layer, where weather takes place) moves the clouds. The actual speed would be similar to what we feel on the ground.

Yep, it depends on the windspeed at whatever particular level that the cloud's at. Both sets of numbers I give are more of a high-end limit; generally they'll be moving slower than what I list.

For low clouds, it would be rare to have them moving more than about 50mph. Remember that the lower they are, the faster they'll _appear_ to move.

The highest clouds could be moving at most 160-170mph in the wintertime and 100-120mph in the summertime.

its complicated since their are many factors such as the speed of earth, wind, and altitude of cloud, so for example if the cloud moves at 25mph wind speed you would add an additional 1000 mph to compensate for the speed of earth's rotations or 1 day. I am not including the speed of the galaxy.

If they moved at millions of miles an hour, it would be pretty hard to get rain. It just depends on the wind, temperature and location.

Generally 20-30 miles per hour, some can go 45 miles per hour and some can be nearly stagnant.

If you are in the sun and burning up waiting for a shade cloud, they move too slow. If you are under the clouds and waiting on the sun to come out...too slow.
