My mother died in november 04 and they didn't get hers up until a few days before Mothers' Day. It takes a while, and the ground has to be dry and solid, because they have to bring in heavy equipment to put the stone down. That seemed a little silly to me, because people die in the winter time, and they must bring in backhoes and such to dig the graves.
Anyway, it can take several months.

As soon as monetary hurdles are overcome as well as the grieving or immediately if situation allows. It is not an immediate issue these days.Or doesn't have to be because most burial companies will have a label to mark the grave that will last for some time.In the old days it was just so someone would know that there was a grave there to mark it so no one would walk on or trample.Basically show respect. In modern times it has become much more of an issue. To answer immediately if possible or as soon as possible. It is merely an act to mark the grave more than an issue of telling who is there.

Was your friend a vet? It takes longer for a vet to get their stone
because they have to clear it with the Army or whoever he was
with, but if he wasn't a vet it could take up to 6 months - they
are not cheap! It took us almost 6 months to put up my Mom's
stone, and besides that, you have to pay for the footer, which is
cement, and the conditions must be right to lay the cement - it
can't be wet. So be patient...

Sorry about your friend.

Depends on when the family can afford to get one made and in. I could not afford one for my grandmother for almost 15 years so she had none but I finally got one and placed it there then. It took only a day or so to get it engraved so it really depends on what the family can afford and if they want one.

Was he Jewish? My Father in law was Orthodox and we had to wait a year to put one on. If he was in the Military and the family requested one it takes awhile to get it.
