god says if someone asked you for a coat do not let him down and if asked you to go for a mile go two miles aaway.
why do you worry about you and yourself, it might god's purpose that that person was there to ask you so.

You do what you feel you can do, I have given my only coat to a street person who was looking very cold, I had to walk home in the rain without a coat, and didn't have the money to buy another.
Been there done that, as to being in a foreign country, I don't know what they have to help these type of people with, shelters, churches that will help ect.
I was raised to give what I could, the old saying the shirt off of your back if necessary to help someone in worse need.
It is a personal choice between you and your beliefs.

Doesn't matter how much money you have. If he asks for the coat, you must give the guy the coat. God will take care of the rest.

Go to local second hand store- trade in mine for two jackets or coats of lesser value, split the $5, see if there was anything else I could do, then leave.

What evidence do I have to go on... their clothes are ragged? Yah.. so, you don't think panhandlers change into pitiful clothing? Oh they smell and look disgusting with boils and one eyeball hanging out of a socket. Yeah yeah. Nothing I haven't seen before. I'd hail them a cab if they needed to go to the hospital. If the gangrene hasn't festered its way up to their rabid mouth yet. Aside from them collapsing on my feet, I treat it like any other hustler pushing something I don't want.
If I'm down to 5$ in a foreign country, I better find out how to take care of my damn self so I don't end up like this miserable f'uck.

My answer to you is only based on my experience and intuition,,
if someone asked me for my coat and money , I would not refuse,,,
during my lifetime many beautiful things happened after giving to
someone who was in need ,,,all my children were taught to give to less fortunate people ,,,,sometimes I am surprised because on two
occassions ,,the person disappeared right in front of my eyes,,
sometimes we are tested in strange ways and when one gives
with love ,,,love is returned ,,,,and we sometimes give to
other worldly spirits without ever knowing who we are giving to ----.
be kind ,,if you cannot give and listen to the person -----

If I was all alone in a foreign country with only $5 than I would be too worried about my own situation to help someone else. Sad but true you can't help everyone.

It depends on analyzing all aspects of your situation (Do you have somebody in your country that could buy you a plane ticket back? etc.), and ultimately, in your personal beliefs.
I believe it's worthy to help those that are less fortunate than us. Because it's all really a matter of fortune. We could be the ones in their situation next time.
I'd rather live happily and without remorse, knowing that I did everything I could to improve the world and promote good values, rather than live a life full of selfishness and excesses gained on the basis of denying happiness to others.
