I would guess you are talking about buying wholesale, from a wholesaler. First the wholesaler is not registered to collect sales tax so he cannot sell to anyone who should pay tax. Secondly they generally sell in larger amounts to people who sell their product. This is their business. People who sell to final customers and collect tax are called retailers.
