The 1st part of this question has been asked 1,000,000,000 times---
For anyone to use the "N" word is rude and shows lack of respect.

****** is a very offensive[1] term used to refer to dark-skinned peoples, especially Africans or people of African descent. From the time of the Atlantic slave trade to the 1960s, it was a standard, casual English term for black people. The word later became associated with an overt contempt, a racist assumption of black inherent inferiority, even of bestiality, making it extremely pejorative, and is now almost universally considered to be extremely vulgar. However, in the last 100 years, it has also become an informal and self-referential term among some African-Americans. In such a context, it is often spelled "*****," to mitigate offense, and to imitate the non-rhotic pronunciation used in AAVE.

=================================================================================
On occasion North American TV series or movies, such as Buffy the Vampire Slayer, Firefly and Meatballs, will use the term "Spaz" and get a different reaction from British and American audiences.

The difference in understanding of the term was recently highlighted by an incident with the golfer Tiger Woods; after losing the US Masters Tournament in 2006, he said, "I was so in control from tee to green, the best I've played for years... But as soon as I got on the green I was a spaz." This comment went uncommented upon in America where the term does not have the same connotations that it does in the UK. Americans usually associate the term with clumsiness often stemming from over excitement, excessive energy, or hyperactivity. It is generally considered an inoffensive term. As with Tiger Woods, it is sometimes said of oneself. On learning of the furore over his comments[1], Woods' representative apologized for causing offense a few days later [2]

Most Americans were surprised when they learned about the controversy. In fact, at least one American dictionary (Merriam Webster's) makes no reference to cerebral palsy in its definition or word origins. It simply defines "spaz" as a shortening of the word "spastic" and "one who is inept.",yeah must admit we used to called each other spazzys only cos we see em on blue peter and funky joey was a rockabilly spaz that lived near us.

Usually, any negative term that is used against a race class or gender can be deemed a lot more acceptable if it's used by a member of that race class or gender. It's a way of desensitizing the word.

Sure. After all, the word ***;ger, if used by a black person, can be a sign of bitterness. Like, if i call myself "white trash," it would be in a sarcastic, hateful way, reflecting the attitude of the inventors of the term and their use for it. When an invilid calls him/herself an old cripple it may be because they are bitter about their state. "special needs" people can catch on to names they are called and display the same attitudes in using them, i'm sure.

Any one can say ****** this is still America last time I checked and we all have the freedom of speech. They call whites crackers, honkeys and many other derogatory names so feel free if you think it is appropriate and I dont mean all blacks are ******* but some are and they prove it by the way they act.

The question itself is degrading and you should be ashamed for asking it. You need to seek professional help if you think this question even has anything to do with people in general, disabled or non-disabled. I ask you "sir" would you like it if someone came up with a degraading name for you. As to the other reference in your question I find you to be fairly ignorant to bring it in to this arena.
