That's a good question...
About 15 % speak as good english as your own..
another 15% speak fairly fluent english.
Another 20% have notions of the language, they could answer simple questions, or give you directions, but probably could not maintain a long conversation.
As you see this covers nearly half the population
About 80% of those under 40 have studied english in school. Although once out of shool, many have lost what they learned for lack of practice.
Those in the age group over 40 may have had some english in school, but not all.

I'm Spanish and I live in Spain. There're not many people that speak English in my country, and if they do, they just know some words.
According to a recent survey, only 18% can hold a conversation in English.

most people there atleast speak a few words of broken english, and if you're going there for a vaccation everyone who works in the tourist industry in spain is required to learn atleast some english.
