Extrapolate basically means to infer based on available info. You look at the available data and draw a conclusion that the data suggests. For instance, "Based on the results of my survey of 1000 people, I can extrapolate that 30% of the US population prefers dark chocolate to milk chocolate."
(BTW, the answer about extrapolating an answer from a student was not a proper usage)
