Unfortunately, once you start to shave, you have to continue or the itching is a consequence. To get a clean shave, you need to use a BRAND new razor (I recommend Gillette Good News) and shave against the grain of the hair. Also, use a relatively thick liquid soap (like Olay body wash or similar). The heavier shaving creams only seem to make it more difficult to get a thorough shave.
Also, if you find yourself with bumps, there are creams available that claim to alleviate this problem.
You might consider getting it waxed, which would keep it from growing in quite so quickly, but personally, I think I'd rather have my toenails ripped out with pliers!
I do believe there's a Vaseline lotion that CLAIMS to make leg hair less dense and noticeable, but there may be a statement on the container telling you not to use it in the bikini/perennial area. Its one more option.
BTW, do NOT use Nair - it burns like you would NOT believe!!

You can get a brazilian wax for around $50-$60 and it's something you should try atleast once, and if you try it now, and like it, you won't have to ever deal with shaving.
If you do shave, it's probably best not to shave the upper part to avoid the red bumps. I get those too when I shave up that high. Just stick to around the lips and undercarriage area.
With shaving you have to keep up every 2-3 days because it grows back course. Waxing you go about once a month, and it grows back fine and soft. Just when you start to get nice and fuzzy you go back and POW you're bald again...The variation really makes it a lot of fun.

genuinely no longer-- The shaved kitty is between the superb factors of interest basic to guy, and could be enjoyed and respected. To think of that we could even debate the assumption of stripping society from their god-given suitable to shave a kitty, and experience the excitement a shaved kitty can carry, is despicable.

I have found that shaving makes the hair grow back relatively quickly; I have better results with depilatory creams (I like Veet Rasera). I also use Jergens Shave Minimizing Lotion, which makes the hair that does grow in much softer and less noticeable, so that I don't have to remove hair as often.

I can't shave mine, those nasty itchy bumps become a nightmare for me, so I just keep it trimmed. I like it better anyway. But I think the poster who said that you have to keep it shaved is right.

Some people think it's sexy. Right after you shave it it's really itchy for a few days. I like it, though, it's fun!

Everyone loves a bald kitty! Shaving may not be the way for you to go though. You could wax your kitty. Or in certain tribal cultures they use a technique of carefully burning the hair with a small stick with fire on the end (reminds me of an incense stick). I'd be careful with that one though...LOL
