I assume you really mean the US Capitol which is the seat of government and not Capital which is the same as Upper Case letters.
Anyway, I think we have enough problems in Washington, DC. If we move it to Berkeley, the problems would not only worsen, but they would only matter to the fruits and nuts in CA.
