If it has a long metal arm going to a big float then you can bend the arm so the float goes into the water.
If the float is on the left side and has a little metal bar pointing down to the float it has a little clip that you can pinch and slide down the rod. If this rod is all the way to the bottom there is a coller at the bottom of the tank (with the water turned off)you can slide it up, now the toilet filler is lose, you can push on the top and slide the filler down a notch, push the coller back down turn water back on slowly. watch if the water goes over the center tube or not if it does adjust some more.

Two possible problems 1) the float is set to high and water is flowing over the flush tube. if so DON'T BEND THE ROD!! there is a screw at the point where the rod connects to the fill valve that is there for adjusting the water level on a ballcock style. The other type of valve is a fluidmaster and it has a clip on the guide rod that sets the float position. 2) the flapper is at the bottom of the tank connected by a chain or plastic strip to the flush lever. replace it and clean off any hard water deposits from where the flapper sits. Adjust the length of the chain so it doesn't get caught under the flapper and prevent it from sealing

You could bend the float arm up, or you could adjust the height of the overflow in the drain.
BUT... if you use an intank toilet bowl cleaner (especially the Clorox variety) you may have eroded the valve flap. It is easy to tell this... if you touch the black flap on the bottom of the tank and it makes a putrid little black cloud and gets all over your fingers... THAT'S the PROBLEM!
Go to Home Depot (or Lowes or Meynards or...) and get a RED flap. The red flap is made of polyurethane (I, uh well I think it is) and will not react to the chlorine that ionizes in the tank. This will stop the leak that keeps letting the float fall.

Check the flapper in the bottom of the tank. It is connected to the black bobber by (usually) a chain. Sometimes that flapper gets old and warps or simply gets displaced and doesn't sit in the hole (and seal off the leaking) completely. Check the bottom of the tank for the chain that connects the bobber to the flapper. Sometimes they get unhooked and fall off. And, check where the handle that you flush makes contact with the bobber arm in the tank. Usually there is a small chain or arm that connects the two so that when you press the outside lever, inside the bobber moves. Grab a hold of the rod that the 'black bob' attaches to and bend it down a little bit very gently in order to make it sit lower and nearer to the water in the tank. That is what makes the water shut off, when the float or 'black bob' reaches the top, so if it isn,t shutting off you can try that it should help.

I just know you are going to get a lot of people telling you, if your toilet is running, go catch it........
go to the hardware store and get a replacement for it. Just tell the salesperson what the problem is, and they will show you the right parts to get. The instructions are on the back of the kit.
I am a lady and if I can do it (which i did), you can do it too!

Be sure it's tight on the rod. It may have worked loose and taken on water.
Check the weight out of water. You'll know if it feels heavy.
