well, I can tell you how to change chemical called carbon and a chemical called oxygen into a chemical called carbon dioxide
get a piece of charcoal (it is mostly carbon)
make sure you are in a normal earth envrinoment that has air (containing oxygen)
light the charcoal
the carbon in the charcoal will unite the oxygen in the air around it and the charcoal will burn
all the time it burns, the old chemicals (carbon and oxygen) are turning into the new chemical (carbon dioxide)
all around you all the times chemicals are changing into other chemicals, you will probably have to be a little more specific to get a useful answer

Your question is incredibly vague and lack any and all detail which may be required to give an accurate response.
What type of chemical are you starting out with?
What type of chemical do you wish to make?
What chemicals do you have at your disposal in order to accomplish this chemical change?
What knowledge and skills do you have in the range of chemical reactions?
Are you merely asking, in general, how one would convert one (general) chemical into another (general) chemical? Or are you asking specifics?
A chemical reaction will bring about a chemical change in a substance, altering its properties and creating a totally new substance.

brandon be CAREFUL with chemicals. combine the wrong ones and PUFF you could be a goner. lots of stuff on the web that sounds great until u do it and then it explodes or a gas kills u. the only way to do it right is take a chemistry class and learn.

The properties of any chemical can be changed simply by adding another chemical to it. Just don't add bleach to ammonia.

One very simple method is electrolysis.
Running a current through water with a little salt in it will break the covalent bond between the oxygen and hydrogen and produce hydrogen and oxygen gas. one electrode will give off hydrogen and the other oxygen.

you need to do a chemical reaction.
start with vinegar add baking soda... the vinegar is an acid and the baking soda a base... when added together they bubble ( CO2) and the product is water and salt.
CH3COOH + NaHCO3 ---> CH3COONa + H2O +CO2
