In internet explorer menu: Tools - Internet options - privacy tab. For most users medium security is fine: it remembers for instance your user names and customer id on lots of sites, but still asks for passwords.
If you don't want that bookstores like amazon remember who you are, you can increase the privacy settings. Disadvantage: you always have to type in your customer id. Shops don't recognize you anymore and don't remember you've put something in your basket yesterday.
You could also press the advanced tab to set your cookie setting automatically.

Most of the time, they are automatically enabled, but, you may have had your security set too high for that site..
And, it's been so long since I've had to worry with that, that I can't even remember how to change it..
As for deleting them though, that's easy. go to Tools, and on your general tab, you will see an option to delete cookies.. Click and they're gone.

Go to your control panel. Click on "Internet Properties", then click on "Security" then lower your security level.

You can later clean the cookies off using the yahoo toolbar, click on the "target" icon. Click on "run anti-spy" and after it scans select "remove all". Ignore the warning, there are no cookies harmful to delete.
