No one will really know who has the highest IQ - even if it goes recorded, it doesn't mean that that is the only person with such a high IQ. Also more than one person can have a high IQ. There are questions to be asked though first. Is the standard IQ Test today an appropriate method of testing a person intellect? And what can be genuinely classed as an official test?. There is still a lot of controversy regarding this.
Here is what some people say:
Marilyn Vos Savant's 228 IQ is as a child.
Child IQs are less accurate and has a higher standard deviation than an adult IQ test. Marilyn Vos Savant's Adult IQ has been ranked at 186.
What others say:
The person with the highest IQ alive today is suppose to be Kim Ung-Yong from South Korea. Who's IQ was ranked at 210.
Testers have only been able to estimate the IQ of Kim Ung-Yong, who was born in Seoul, Korea, on March 7, 1963. His IQ has been placed at exceeding 200.
At seven months he pointed to Earth's moon and called it moon. He wanted a 'moon' of his own.
He was fluent in Japanese, Korean, German, and English by his fourth birthday.
At four years, eight months he solved complicated calculus problems on Japanese TV. He is considered to be the most brilliant person alive.
One factor may be that his parents, both university professors, were born at precisely the same moment: 11:00 a.m., May 23, 1934."

You need to know the SD before the score is meaningful.
Marilyn Vos Savant does not have the highest IQ on earth. She stands at 186 SD 15.
There are some 6 members of the Giga Society, all with an IQ of 190 or above.
Chris Langan stands at 195 (1 in 8 billion), who probably has the highest IQ score in the world. There was a korean prodigy some time ago that stood at 193-194.
William Sidis was estimated by psychologists at IQ of 200 SD 15 ( an astounding 1 in 76,000,000,000) based on his test results, which would have given him the highest IQ ever, but the tests at that time were not able to properly measure IQ's at such a range so his true IQ is unknown.
Actually, most IQ tests become unreliable after 130-140 SD 15. High Range tests can properly measure IQ's up to 150-160 SD 15, but beyond that they don't know what they're talking about.
Super high range tests like Titan, Mega, Sigma and such attempt to measure IQ's over 160 SD 15 accurately, but have a LOT of problems.

t is important to distinguish between the intelligence quotients measured for adults and for children. While the intelligence quotient in theory has no upper limit for children, it is often considered as unmeasurable for adults if it exceeds 200 (Normally, it is never set above 210. However, highest possible scores to date should lie in the interval 210-220 with decreasing probability). This is caused by the different measuring methods used. According to the definition of intelligence quotient for a child, the mental age is divided by the chronological age. The quotient is then multiplied by 100 (Ratio IQ). This implies, of course, that you cannot use the same method for adults as for children. Instead you use a statistical mean value of 100 for the average number of correct answers for a representative adult group of people (Deviation IQ).

I don't know but I have read that there are different sorts of intelligence(verbal,emotional,social,artistic,etc.)-about 20 ones.
So I think every man in the world has his own combination, and those with one high IQ,maybe remained short in another.

Cuddle fish seem pretty clever. Probably a smart one of them could have an I.Q. of 300 or better, the things change shape, colour; and have their own language. Smart little buggers all right.
