The basic information is that worms are hermaphrodites - each worm has both male and female organs. Every 14 to 21 days, a worm can produce an egg capsule which contains 12 or more babies. If you have good garden soil with plenty of humus, compost, etc., you will have plenty of worms without having to put any effort into breeding them.
But there is plenty of information available on vermiculture, which is the term for worm raising. You can type "vermiculture" into any search engine and come up with lots of info, including whole earthworm composting/ breeding systems, plans, live worms, etc. A couple to try:

are you kidding? those little suckers breed like crazy. All you need to do is make sure they have some barry white music, a lava lamp and a nice chianti. Um kidding. Get a nice warm dark box and put some wet shredded newspaper, dirt, kitchen scraps and just watch them mulitply.

you won't be able to enhance earthworms, yet you may breed "wigglers" as we call them here interior the south. Google elevating "purple worms"....you may do it in a working laptop or malicious application mattress and you will be able to apply fowl mash for food. fowl mash is basically fowl crumbles, what you feed hens.

Start a compost pile- dirt and organic food scraps with a few worms and they will mutiply.

get some wet soils, cut earthworms into half, when they grow longer, cut them further into halves. =)
