no,unless you live along way from the ocean.the coast guard offers classes at different levels of expertise.its easier now than it used to be.technical advances has made almost push button easy.set your sails by yourself,navigate by gps.try the book"dove" about a man named graham who sailed around the world in a 21ft. sailboat.set off around the world from florida at age 16 made it back at age 21 with new wife patti in tow.

Learning the basics of sailing is relatively easy. You can do it in a few days and get a certificate that will allow you to charter boats in many places. In order to sail the long voyages necessary to go around the world, You will need skills that you never thought of before you started out. You need to be electrician, plumber, mechanic, medic, provisioner, diplomat, diver and general problem solver. You need the time and skills to survive. Read some of the many personal accounts of world cruising to get an idea of what others found themselves up against. I have been sailing for over 35 years and 1000's of miles and I learn new things all the time. My boat my wife and I are ready to begin long term long range cruising and still I wonder of I have forgotten something important.
