It means that the government cannot make irrational or arbitrary distinctions between different classes or groups of people.

If the government (federal, state, local) is going to treat two groups of people differently, based on some distinction (race, gender, age, whatever) then it must have a valid reason.

If the distinction is based on race or ancestry, then the highest level of scrutiny will apply. The difference will only be considered valid if the government is using the least restrictive means to achieve a compelling goal, and the distinction being drawn must exactly line up with the requirements of that goal.

The same standard applies if the government is making any kind of distinction about who can exercise a fundamental right (speech, religion, interstate travel, right to work, right to vote, etc.)

If the distinction is being drawn based on gender, or based on who your parents were, then the govt has a little more leeway. The interest/goal must still be important, even if it isn't absolutely essential. And the means used must be closely related to the goal, but they don't have to match up exactly as long as it doesn't affect too many many that it shouldn't (not too over-inclusive).

For almost any other distinction (outside the voting arena) and where no fundamental right is involved, then the government can do almost anything it wants as long as it is not being arbitrary. In other words, if the distinction is rational (as opposed to irrational) and based on a legitimate interest (as opposed to being purely out of spite), then the distinction will be upheld as valid.

The bottom line is that if the government is going to start putting people into categories, it better be able to defend those lines as not being arbitrary.

Freedom to marry whomever, freedom to choose religion, equal employment opportunity, ...pretty basic dude

The right to be treated with equal respect, despite any differences; not to be discriminated against.
So for example not paying women less for the same job, not making black people sit in a different area of the bus or sending them to different schools to white kids, not gassing people who have a disability. Modern governments have condoned and carried out all of these.
