Why does a stick built roof system or rafters have to have a bird's mouth and a Truss doesn't?

A truss system is built with a flat portion to rest on the outside bearing wall.
A stick built roof has to have a bird's mouth cut in it to have that same flat portion to rest on the outside bearing wall.
