Any restriction in the exhaust system will cause pressure to back up into the engine. The pressure will come from the heated gases which are meant to be ejected through the exhaust system. The back pressure can and, over time, will cause serious damage to the engine. Damage may not result quickly from a too-small catalytic converter but it will occur just the same as if you left the converter on the car after it had become blocked by contaminant particles.

Actually it could affect the performance of the motor because of too much back compression, or affect the shifting of the transmission because of a difference in vacuum pressure. Probably wouldn't be a good idea.

The CAT is sized to you exhaust system. If under size the proper air flow cannot be achieved as this will restrict the system and you engine cannot breathe properly. Result will be a loss of power. and if it builds up with combustion by products you may not pass your next SMOG test.
