Could be a number of things but I would suspect it could mean any if not all of the below and more
1. Cares about her appearance
clean hygiene
clean clothing
appearance is kept up / BUT not all made up
2. Doesn't "depend" on a man for financial security
3. Is self confident
4. Is willing to do things for herself (i.e., fix a flat, change the oil,

A lot of times they are specifically meaning a girl that takes care of herself physically:good hygiene, in shape, etc. And some mean that plus emotionally and financially.

he means that the girl is well kept, doesnt look a mess..I.e. has her hair done, nails, keeps in shape, dresses nice, eats healthy.. meaning she takes care of her body and how she presents herself to others.

If she is smart, they will say they like smart girls. If she is fat, they will say they like someone who is not so bony. All girls will fall for any kind of praise and are so desparate for it, that guys will play them like a hooked fish. The goal for the guy is to "land 'em" (if you know what I mean) and whatever they say to the girl is just the "lure" or "bait".

They want a girl who keeps herself clean. That showers daily, brushes her teeth, practices good grooming(hair,feet,skin,nails) habbits. guys want a girl who just looks decent. You don't have to look like a super model. Just be clean and neat.

I think they mean a girl who can handle her own life without needing them to handle things FOR her. A girl who can get a job and not rely on a man for financial support, a girl who can handle her own problems and not expect the man to solve them for her.
