Never of heard of anyone doing this, as by definition the ball joint has to move so you can steer the car. so you must be talking about the bolt that attaches the joint. Get another opinion from a certified mechanic ASAP!

Why are they welded in? Are the control arms that worn out? If thats the case you should have them replaced. One time, many years ago I had a customer with an old decreped chevy truck or something of that nature. One lower control arm was trashed and he didn't want to spend any money on it. The lower ball joint was all ******** and kind of banging around in it. I smashed it into place with jack and welded it in, took a cash payment with no receipt and sent him on his way. I would never recommend this to anyone.

Welding ball joints in will take the hardness out of the steel
Could cause the control arm or ball joint to break on a hard bump.

Replace the control arms for your safty and others.

Well welds tend to be subject to more rapid corrosion than metal that has not been heat-stressed.
