Flash drives won't work too well on Windows 98. You may be able to download drivers from the manufacturer's site or microsoft.com.

Go to adobe.com
Download the latest flash drivers for WIN98. But before you do, read the install informations for any other "extentions" or add-on that may be require before loading the flash driver.
The reason is, I had to download flash drivers for clients that uses WIN98, some clients had no problem after installation, while other I had to update with WINDOWS UPDATE to recieve the latest Internet Browser (such as Internet Explore 6.0) and other applications to let WIN98 to work smoothly with flash applications.
Then there was this odd-ball one, not only that I install the latest Internet Browser update, but to get it working well with the Flash but I had to download the latest DIRECT X application from www.Microsoft.com....
So hopefully this works for you, but only you know more about your computer, so check with www.Adobe.com

It depends on which flash drive you have.
If youre not sure what you have, input as much info as you can in E-Bay search, you will get pictures and other information.
Try this forum. Hope it helps.

You need to go to the manufacturer and get the driver for it, if one is available.
