Depends on how much you're willing to do yourself and what you want to do.
If you're willing to host your own servers, it won't be much more than the cost of the server (you can use an old computer for this) plus the cost of broadband, and the name registration (around $10 a year).
If you want to use a hosting company (which I would recommend), then you're looking at anywhere from $120-$400 year. (Try webhost4life.com, and no, I'm not affliated with them).
If you want some kind of ecommerce (online shopping carts, the ability to take credit cards), the cost goes up from there. For credit cards you will need a merchant account and an SSL certificate (around $500 for the two of them last time I checked). If you're willing to take paypal payments you can reduce that cost significantly.

Hosting (depending on how much space/size) $1 > $10 a month
- unless you get one of those freeebie sites where you are very limited by being confined to using their template designs.
You can also acquire lifetime hosting plans for a one time fee.
Web publishing software and tools (relatively cheap)
File transfer protocol
