The best 2 "off the shelf" big name companies in this department are HP (http://www.hp.com) & Dell (http://www.dell.com)
My Grandma's had an HP Pavilion with a 1GHz AMD Athlon Processor + 128MB RAM since August 2001, and it's still in top nick, never had a fault...... scored 101% when I benchmark tested it @ http://www.pcpitstop.com recently...... while my slightly newer PC (barebones system, 1.1GHz AMD Duron, upgraded to 384MB of RAM from 128MB) only scored 90% despite being 14months newer.
Also "played" with a few DELL systems....... they're put together well but feel a bit slow....... I guess loaded with bloatware (but can be fixed with a bit of fine tuning)........ my cousin's son got one just before last christmas.... so got to fiddle with it to show him how to set it up..... had to be at least 2.5GHz processor (I guess), but felt a bit sluggish compared to my shagged out old computer (But then it was also the first time I'd used Windows XP too, having previously only used Win 3.1 / '95 / '98SE / ME + NT4).
IF you want to make a truly great PC, you're probably best off making it yourself and shopping around a bit for the components.

well i build comp as a hobby i use tigerdirect. and for the dollar u can try a barebone comp then add parts u want for the $ or try walmart it cheep for a complete comp
