Neighborhood street lights are triggered by light sensors. When the ambient lighting is low enough, the sensors determine that dusk has fallen, and the lights are turned on. When the lighting gets brighter, the sensors determine that daylight is approaching and the lights are turned off. Occasionally, artificial light (from a passing car or even the street lights themselves) will strike the sensors, whether directly or by reflection, causing the sensors to "think" that daylight has arrived, which in turn causes the lights to turn off temporarily, until the sensors determine that it is still night time.

Some street lights are individually controlled by solenoid switches. The lights come on when it gets dark, or when rain clouds obscure sunlight. The lights go off when the ambient light gets above a certain level. A nearby fire might cause them to go out.
These switches don't work very well. They require maintenance and adjustment. Municipalities don't bother until well after the bulb burns out.

well if the bulb is pink that means its going out, when that type of light starts to go out it changes from a blue to a pink and then starts shutting off because of the heat generated, hope this helps
