ok, well i dont get to see him often, but i like him cuz well all the gushy reasons u can think, but recently @ this party, (i was w/ him there) and he would stare at me then i lookes @ him, then it switched off then i smiled a lili @ him, the he smiled a lil @ me, but @ the time he HAD a Gf, and well, I REALLY LIKE HIM< SHOULDI TELL?????

Well, great! You got his attention at a party. Did you catch anyone else's, too? I mean were you decked out to steal the show; or, were you that awkward little wall flower that is too cute and anxious looking to pass up a glance or two at. Honestly, girls give emotionally much faster than boys. Do not mistake his attentive glances as "real" interest. Your slip may have been showing or a piece of chive between your teeth.
If he has a girlfriend, he may have shown you his level of trust, fidelity, and betrayal. Never expect to be treated any differently than the one that was hurt when he chose someone else to spend time with. Some boys like to 'play the field' and meet and date a large number of girls...just so that they can determine which 'type' of girl suits their own personal style and expectations. This may be used later on to find someone suitable for marriage and to build a future with. Some are attracted to certain characteristics...do you share any common characteristics with famous people or celebrities? Who knows, he may be trying to determine your interest level in him, too. How do you know he has a girlfriend; it could be a friendgirl. Be formal about it. Ask him directly, "Are you currently romantically involved with anyone?" Measure his response and voice interest in spending some time with him...maybe a trip to the mall to compare interests or to a movie to compare taste in literary media. Make some notes...if it is a nice time together, perhaps some telephone conversations will be in order to learn more about each other's views, political perspectives, and career objectives.

Smiling is a good sign. But that's not enough to base an answer on. I smile at the cashier, but I'm not attracted to him.

If he does have a gf, how would you feel if you were her? I woould lay off until you know hes single. Im not saying you cant talk to him but lay off the rest until hes siingle.
