The easiest thing to do....give values to x, and calculate y

if x=0......y=2*0 + 3=3
if x=1......y=2*1 + 3=5
and you can go on..
if x=2, 3, 4,......

Anyway, since this is the equation of a line, you only need two points to define it
-first point: (0; 3)
-2-nd point: (1; 5)

Draw this two points and than draw a line through them, as long as you can

3 is the y-intercept, plot on (0,3) as the y-intercept. now go right 2 every one step up.
