It is not free initially but it is very good software to buy. Try Lexis Nexis, with it you can check back ground, credit, family, all kinds of information on a persons history and there current information. It is awesome. I am not sure how much it costs, but I think it is worth it.

Almost nowhere. Even law enforcement agencies/courts charge a nominal fee to access public records anymore. It's usually only like $5 or $10, but there's still a nominal fee.

You can't get a background check, without checking at a police station or govermental facillity. And don't check if you feel it may come up positive.
