That is not "a" word, it is four (or two, two-word phrases).
The initial incident or inciting moment is the spark-point, the event which causes a string of related events -- like the Rodney King verdict kicking off the LA Riots, or 9/11 kicking off the invasion of Iraq ... not necessarily good or logical cause, but the spark-point.

Hmmmm. Initial incident: To me, I would think it means an altercation happened that caused much trouble, i.e., a country attacked another (like Hezbollah just did to Israel), which caused much fighting when Israel responded.

Inciting moment: The more I think about these two terms, this one means the same as the other. Something sparks altercations .
