It depends on the laws of your community. In every area I've lived in, stuff placed on the curb belongs to you with a few exceptions: Trash Pick-up Day, in which case it belongs to the trash company the moment their truck arrives, or if you put a sign on it that says "free", in which case it belongs to the first person to come along and put it in their car.

It depends on the situation and the intent.
If you place an item on the curb for pick-up as trash, with the intent to dispose of it, must jurisdictions considered it abandoned and fair game. Same if you place an item on the curb marked to indicate that you are giving it away, though in either case you can always reclaim it before it's taken.
If you leave something on the curb because you're forgetful, or if a child does, that doesn't automatically make it abandoned. However, the laws of some jurisdictions impose a presumption that you abandoned the property, depending on how long it is left there.
So, as with most legal questions, the bottom line is: it depends.

If your locale allows trash to be placed on the curb for pickup, and it is placed there at an acceptable time (most places will let you put trash out the day or evening before pickup) then it is trash. That may or may not mean that people other than the trash company can pick it up. It does mean that it is no longer private.
If your locale does not allow trash to be placed on the curb, or you place it there at unacceptable times, then you are simply littering. Legally, you can be fined and be required to pickup the trash. I saw several police officers studying a bottle of liquid (it looked like soda) that had been placed on the curb. But who really knew what it was. This happened last summer before the latest scare in England about the liquid explosives. If you arrived home and there was a bag or bottle on the curb in front of your house, would you pick it up?

If its trash, its there for the taking and no longer belongs to you!If a child leaves a possession on the curb, it still belongs to him.
If you find something and want it , best bet is too ask if you can have it.
If the police find evidence in trash bags , it is legal for them to confiscate it, as it was too be hauled away anyway.

If you mean like "trash bags" or trash, then its "open" to anyone and cannot be considered "private property" since it was thrown away.
