Holy crap. I go over there to ask them to turn it down and they do. Then I have to go back over there a few days later and ask them again. It is one of those huge systems that has the subwoofers and the big screen TV. And you should hear it when they are playingthose loud violent war video games. Sounds like you are getting shelled in your apartment. Like a mortar attack. Damn.

i know that those good sound systems, could most definetly violate most if not all noise ordinances. many wouldnt even have to be cranked nearly all the way up.

if it is in violation of the noise ordinane in your area, then they will likey have something like a $100 minimum fine up to a $1000 maximum fine for disturbing the peace. warn them, in a clear tone, so there is no misunderstanding as to your intentions, that you will call the cops, if the noise continues.

I think it depends on your neighbors and your relationship with them.

If you've asked them a few times already...how did they react when you asked them? Were they friendly? Receptive? Were they defensive? Could they be doing it just to spite you, or simply not be realizing it's too loud?

I think there's no easy answer here...it really depends on how comfortable you are with confrontation; whether you are able to accept if it doesn't end nicely...because, when all is said and done, you could end up with neighbors who hate you...and some people care and some people don't.

If it were me, I would probably try the ask nicely approach a few times (2-3 times max), then, if it happens again, call the building owner and explain to them the situation. It's ultimately their responsibility to make sure it doesn't continue. At that point, either tell the owner that it is becoming an extreme disturbance, tell them when and how often you've attempted to get the issue resolved on your own amicably, and see what happens.

If it still continues, call the cops (but make sure you KNOW the owner spoke with them...don't just assume because sometimes things don't get done as quickly as they should). You've given a considerable amount of flexibility at this point and more than enough opportunity for them to start considering their neighbors.

Personally, if you're paying rent, you should be able to live there in peace. If they are causing a disturbance to you and possibly other neighbors, that they refuse to consider, they should be evicted.

Since you have told them once before, the next time I would put it in writing and give it to them. Be polite and again let them know that they do live in an apartment and not a house, but if they keep on disturbing your peace, you need to take it a step further. You don't want to have hard feelings, but they have to understand nit everyone is interested in their movies, music or games. And then see what happens. Give a copy of the letter to the landlord and /or superintendent.

Look at your lease, there should be something covering that, if so by-pass the manager and go to the company or land owner directly even by mail but get a certified copy that you mailed it and put in the letter that you are going to sue them for breech of contract or if the contract states nothing about it, then sue on the basis of quality of life issues (they cannot run a slum), if you are not willing to fight then you must live with it, what's even better if they are on welfare then report it to the welfare office that they have party's all the time and you are concerned for the welfare of the children cause they're always unsupervised, it may not be all true but let them fight for you too! good luck.

First, try telling them about your schedule, and ask that they always keep it down when you're home so you don't always have to go over and tell them it bothers you. (Do this calmly, even apologetically.)

If that doesn't work, try talking to the apartment manager; explain that they always turn it down when you ask, but then a few days later, they're at it again. Ask the manager to talk to them about it.

Tell the landlord/Manager they will do something about it or at an extreme possible kick them out. Or maybe try to work it out so that when you are not home they can blast the TV all that they want but when you get home give them a time frame for "quiet time".
