if its a fuse,look in the glass front, if it looks burnt or not intact replace it,,,if it is a cylinder type you will need an ohm meter,,if it is a breaker look for ones that dont appear to be on all the way,,,turn it off then back on

If it is a fuse used in cars you can see if the wire is burned through by simply looking at it. Some types used on old houses are screw in types and their sacrificial wire is also visible. If you are referring to a circuit breaker like is used on most homes,this type has to be manually pulled all the way to the off position because when it trips it only moves a little distance and pushing it on will not re-set it.

on a vehicle- pull the fuse out- if the fillament is broken, replace the fuse...in a house electrical box- check the breaker, if there isa red color in the little window on the breaker, then that means the breaker is tripped, simply reset the breaker...if it trips the breaker again- then find the source of the problem, and repair that, or totally replace the fuse itself!

theres usually an element inside the fuse if it is broken your fuse is blown.
