Perhaps when paedophiles are nice to young children and those children spontaneously show love of the genuine kind the paedophile experience a really positive feeling that for him is adictive. He then loses control of himself in a compulsive desire to consumate his feelings. His victims are so innocent that they carry on feeding his fantasy that this is a mutually enjoyable experience when of course it is quite the opposite. The one thing that might interrupt the paedophile's madness is rejection by the child. But the child is not physically big enough to reject him and the child probably doesn't have access to enough language of the kind necessary to convince the paedophile that his behaviour is unbelievably shameful.

Dressing a 20 year old woman up like a 15 year old girl satisfies that part of the man's sexual need to have sex with the woman who can potentially provide the most mates(the youngest women capable of ovulating).
