At age 16 it is 99% likely that it is psychological, not physiological (in other words, there is nothing wrong with you).
I had the same thing happen at age 16. The fact is, 16 is TOO YOUNG to be having sex. Go as far as you want WITHOUT having sex and you find you will have a solid oak tree trunk in your pants when you're 18.
