I read on another question/answer site that it has to do with the sales ratings. In other words, the sales totals are released on Mondays, so it is in their best interest to release on Tuesday so they have a full week before the next report. So if a band released a CD on Tuesday, the following Monday a list would be posted showing its earnings. If they had released their CD on any other day they would have less earnings (since they had fewer days on sale during that report period) This is true of video games, CDs, and DVDs.
And at least in the United States, it is VERY RARE to see a CD, DVD or VG released on a day other than Tuesday. Theater Movies most often premier on Fridays and occassionally on Wednesdays (like Star Wars)
Nintendo seems to be the oddball to this nice pattern. Apparently from what I was told, the Japanese Government has asked them to release video games such as - Final Fantasy on Saturdays only. (They had problems with kids skipping school to get the game, or if they released on Sundays, the kids would skip school Monday to play the games)

the day a DVD is first allowed to be sold is called a "street date". traditionally street dates are on tuesday. i think this is out of traddition and customers expect and anticipate tuesdays as a day to buy new movies. perhaps tusday is a day that someone is most likely to be home watching a movie.

Industry practice keeps them from interfering with "box office" movies on the weekend (impacting opening weekend grosses, etc.) - it also gives video rental stores a chance to promote and prepare for upcoming releases.

I really don't know, but maybe the production companies don't want to compete with weekend movie going and it gets people into the stores on an off day?

its been that way as far back as i can remember and im 33. fridays are new movie day (or at least used to be) and tuesdays are rental night

It has something to do with the trucking schedule and an agrrement with the video stores and theatres.
