First call and see if there is a reaon she wasn't sent back. Like she is ill. If you can't get an answer or a good reason, call the chicago police and have them check.

you call a lawyer and you call the cops, you don't allow her to get away with this.
When two adults decide to seperate and one has custody and the other doesn't both parties have the job of still being honest and truethful with one another and they both need to do what they say is going to happen when it comes to the child.
He needs to call her, because she should have called to begin with and if he has custody then she is breaking the law if she was suppose to bring the daughter back and hasn't .
It is the parents job to do what is in the best interest of the child, unfortunalty some adults do things so that they have the upper hand.
Depending on the childs age, and the mom is settled with a job and room maybe they need to talk about where the kid wants to live.
Good luck.

If your husband has papers stating that he has custody then you need to call police and they will notify the police there and set a way up to return your daughter. If there is no papers stating who has custody then they can't make either parent give the child back. The parent that has the child at the time has custody. Until they go to court. But if there are papers call the authorities and press kidnapping charges on her. That will hold her far a while.
