1601 - 1699. Because we start the year at zero, thus, 1 - 99 is the first century and so forth. A lot of people mistaken that each century begins at 1600, 1700...2000. It's not. Each century begins at the first year into the century e.g. 1601, 1701...2001.

So can you imagine the whole world celebrated the first millennium change on the wrong year? We should do it on 31 Dec 2000.

The way I find it easiest to remember is by using the fact that we're in the 21st century, and the year begins with 20. So whatever two digits the year begins with (counting year 1 as 0001) just make it one more to know the century.
Taking that the other way, if you know the century, just subtract one to get the first two digits of the years in the century. So the 17th century would contain the years that begin with 16.
Example: 1652 would be the 17th century.
(17 is one more than 16).
