He may like you and doesn't know how to go about it, just like you don't know how to go about it. And if either of you don't do something soon, you might loose the opportunity of been with someone meant for you.
So just give it a try (just as the third answer said0 it might make the difference needed to start up a long lasting relationship.
Try it and i'm sure you wont regret this.

Sure, if a boy looks at you all the time he likes you...why else would he look at you(he would not look if he did not like you or you were ugly).
So, just look back and smile and give a little wave.....that should send the message that you like him too and he should come over.

just go up to him and start a small conversation with him and u cant tell if he really likes you cuz his eyes will always stay focused on yours and he will start smiling alot when he talks to u. but mainly just take it easy for now just say hi to him and if he starts talking back just relax, but dont talk alot alot.
