Estimate number of hydrants and look up how often they are tested, for how long, at what flow rate.

I doubt this has ever been calculated so you will have to do some research, make some estimates and assumptions, and you will be in the ball park.

I don't believe the water is wasted. For every drop that comes out of the hydrants, goes back into nature..............
