In the 50's in the Beat Club Scene, the police would shut down clubs that didn't have a permit for "Live Performance" if anyone in the audience clapped. The act of clapping made the guy behind the mic a performer, not just a guy with a microphone. So, to get around the rule, patrons used to snap their fingers rather than clap at the end of the performance.

Try snapping with yer toes...or any other part of yoo, doesn't work to well. I guess yoo could let out a snappy fart, but thats so much more effort than using yer fingers.

Because we don't have another body muscle that could snap unless you have long toes lol. It's just like that.
