It's called a foreskin, but people can be circumcised (rid of the foreskin) either for religious/cultural reasons (Jews, Muslims, some African tribes, etc.), or for health reasons. Like you said, it's very useless, and the removal of it actually makes your penis cleaner. However, doctors do not recommend circumcision to anyone apart from those who need to do it religiously or for their own health, as stated above.

I believe you are referring to the foreskin. In most cases it's taken off via cirumcision but you may be one of those guys that aren't circumsized yet. Difference between a guy who is circumsized and isn't would be the same as wearing a turtle neck or a crew neck. Think you get the picture. (Girl her btw)~

it really is a foreskin. this is type of of epidermis this is meant to be there, it really is why we were born with it. this is not ineffective, it protects the top and keeps it gentle to maintain the excitement at a height!
