could be a loose wire/wires in the monitor cable, also could be a bad connector on the computer/motherboard. see if it happens with another monitor, if so, then it's the motherboard, and you would need a new display card, if not, then the problem is the monitor cable, and the cheapest solution is a new monitor

It depends. If its when you are sitting in front of the monitor, then yes, there's a problem. If its when the computer is off and you hear the screen turning on and off, then no, that is normal. Everyone's computer should do that, or else there's a problem.

Check all the plugs and make sure they are plugged in properly. Things break down as they age if the plugs aren't the problem i suggest getting another monitor or a whole new computer.

I think the problem lies with the power cable that is connecting to the monitor. When you are moving your monitor, the power cable loosen.
