Another possibility could be impetigo:
try reading this or looking up more on your own. But it could be nothing of the sort so maby try talking to your doctor.

I have them too, they are razor bumps. Maybe switching to using hair remover lotion will help. I've read that wiping witch hazel on them with a cotton ball is supposed to help. Exfoliating BEFORE I shave makes it better too. Make sure you use a good razor like Quattro.

Maybe an allergic reaction to something. Have you used a defferent kind of lotion, laundry detergant, fabric softener, dryer sheets? I'd go and get it checked out by a doctor.

Are the spots just on your legs? If you have it over your body, it maybe chicken pox??

it may be a sweat rash - my hubby gets them and its coz he has pants on all the time - unless your feeling unwell or are conscious of them then i wouldnt really worry
